Author of The State of Latin America and other books,Germán Arciniegaswas Minister of Education of Colombia, 1941-1946. Professor Arciniegas is vicepresident of the American Committee for Cultural Freedom and a member of the National Institute of Arts and Letters. He has taught at the Universidad Nacional Bogota and at several universities in the United States.
