ERNEST GRUENING was governor of Alaska from 1939 to 1953. He was director of the Division of Territories and Island Possessions of the U. S. Department of Agriculture from 1934-1939 and administrator of the Puerto Rico Reconstruction Administration from 1935-1937. Mr. Gruening is the author of several books, and at various times has edited several newspapers and magazines. He was director of the Foreign Policy Association from 1932-1936.
