RUSSELL H. FIFIELD has been a Foreign Service officer in the Far East and in 1944-1945 he served as officer in the Division of Research and Publications of the State Department. In 1953-1954, Dr. Fifield was a Fulbright research professor at the University of the Philippines. He is the author of Woodrow Wilson and the Far East: The Diplomacy of the Shantung Question for which he received the George Louis Beer Award of the American Historical Association in 1953.
