FRANCIS D. WORMUTH is Professor of Political Science at the University of Utah. He has been a Boldt Fellow at Cornell, a Sterling Fellow at Yale, a Guggenheim Fellow and a Ford Fellow. He is the author of Origins of Modern Constitutionalism (1949) and The Royal Prerogative, 1603-1649 (1939); and coauthor of American National Government: Law and Practice (1949) and Private Enterprise and Public Policy (1954).
