GRAHAM H. STUART taught at Johns Hopkins and served as consultant to the Passport Bureau in connection with the administration of the Nationality section of the McCarran-Walter Act in 1952-1953. In 1954 he went abroad to gather material for a new edition of International City of Tangier, published in October of this year. Dr. Graham’s Latin America and the United States went into its fifth edition in January, 1955.
