KARL LOEWENSTEIN, member of the Massachusetts Bar and American Law Institute, is William Nelson Cromwell Professor of Jurisprudence and Political Science at Amherst College. Mr. Loewenstein has served the United States government in various capacities in this country, in Europe and in Latin America. His most recent works include: European Union, The Monarchy in the Modern State and a book soon to be published on American Constitutional Development.
