JAMES E. SWAIN received, his Ph.D. from, the University of Pennsylvania in 1926. He is head of the Department of History and Political Science at Muhlenberg College. He has written A History of World Civilization, Struggle for Control of the Mediterranean, and Talleyrand and the Independence of Belgium. He is editor of the forthcoming History of Human Progress.
