State and Local Taxes

LENNOX L. MOAK has a wide background in the fields of local finance, constitution and charter drafting and teaching. He served with the Bureau of Governmental Research in New Orleans as Assistant Executive Director and then Director from 1938-1942, and as Director of the Bureau of Municipal Research in Philadelphia from 1949 to 1954. From 1952 to 1954 he was Director of Finance, City of Philadelphia. He has taught at Tulane University and at the University of Pennsylvania.
