HERMAN M. SOMERS is the author of Presidential Agency: Office of War Mobilization and Reconversion. His governmental experience includes a recent official evaluation survey of the Mutual Security Program. In 1953 he presented a paper before the American Academy of Political and Social Science on “Civil-Military Relations in Mutual Security.”
