K. C. WHEAREwas an Australian Rhodes scholar. He has been a leading member of the Royal Commission on Neivfoundland which prepared its new Constitution, member of the Committee creating the Constitution for the federation of the African territories, and is the author of the standard book on The Statute of Westminster. He is now on the faculty at All Souls College, Oxford.
