Tarlok Singh received his education in the Bombay University and at the London School of Economics. Since joining the Indian Civil Service in 1937 he has studied rural problems as a famine officer, as a colonization officer and, more recently, in connection with the resettlement on land of more than two million:displaced persons. He has been associated with India’s Planning Commission as its Deputy Secretary from its inception in March, 1950. He is the author of two books, Poverty and Social Change (Longmans, 1945), and the Land Resettlement Manual for displaced persons in the States of Punjab and the Patiala and East Punjab States Union (1952).
