NORMAN D. PALMERhas just returned from India, where he was Visiting Fulbright Professor of Political Science and International Affairs at the University of New Delhi. While in India, he visited over 18 universities. He was also a representative at the UJ7.E.S.C.O. meeting in Ceylon. His latest book, International Relations, with Howard C. Perkins, is being released this month by Houghton Mifflin.
