RAYFORD W. LOGAN, head of the History Department at Howard University, has studied, observed, taught courses and written about underdeveloped areas for some 25 years. His article, “The Operation of the Mandate System in Africa,” which appeared in the October, 1928, issue of the Journal of Negro History, was one of the irst studies of the subject ever published. Last year, as a Fulbright Research Fellow, Dr. Logan made a study in Paris of the French administration of its overseas territories. In August, 1952, he participated in a meeting called by the Ford Foundation to discuss a program of African studies. Among his published works are: The African Mandates in World Politics (1948); and The Negro and the Post-War World (1945). Dr. Logan received his B.A. from Williams College and his Ph.D. from Harvard University in 1936.
