Acting Secretary of the Interior of the Philippines, Acting Chief of the Fai Eastern division of the Department of Commerce, and Economic Expert at the Disarmament Conference. He has lectured at various universities in the United States and abroad, and is now lecturer on International Relations in tire New York University Graduate School.
