Mr. Armstrong was formerly Acting Military Attache at the American Legation in Belgrade. He was subsequently on the editorial staff of The New York Evening Post and acted as special correspondent in Eastern Europe. He recently returned from a trip through Eastern Europe and the Balkans, where he enjoyed special facilities for studying the Bessarabian question at first hand.
