The author, Vaclav E. Mares, native of Czechoslovakia, got his diploma from the School of Political Sciences in Paris and his Ph.D. from the Charles University in Prague. He became well acquainted with the cartel problems while serving actively in the most cartelized European industries, cement and steel. In 1946, he came to this country and since 1948 has been a member of the faculty of the Pennsylvania State College where he specializes in the field of industrial economics and international trade.
