*Lieut. Col. Chandler was one of the pioneer balloon pilots and aviators in the United States. He organized the army balloon service in 1917, and served as chief of the balloon section of the army in France. After returning to the United States, he was chief of the balloon and airship division of the Army Air Service until his retirement from active service seventeen months ago. Since then he has been assisting; in the organization of the General Air Service, with whose plans and achievements the present article deals.
