Jennifer McCoy is a professor of political science at Georgia State University and director of the Carter Center's Latin American and Caribbean Program. She is the editor of and a contributor to Political Learning and Redemocratization in Latin America (University of Miami: North-South Center Press, 2000).

Laura Neuman is an attorney and a senior program associate at the Carter Center. She organized the center's election-monitoring mission for the 2000 Venezuelan elections.
