CARMELO MESA-LAG0 is Professor of Economics and Director of the Center for Latin American Studies, University of Pittsburgh. He has law degrees from the Universities of Havana and Madrid and a doctorate in labor economics and social security from Cornell. He is a member of the Executive Council of the Latin American Studies Association, serves on the editorial board of three scholarly journals, and has been a consultant for the ILO, the Library of Congress, and the State Department. Professor Mesa-Lag0 is the author of a dozen books and forty articles and chapters in books, and the editor of Cuban Studies. His most recent publications are Cuba in the 197Os: Pragmatism and Znstitutionalization (1974) and Comparative Socialist Systems: Essays in Politics and Economics (1975).
