FREDERICK W. CROOK is an economist at the Foreign Agricultural Service, U.S. Department of Agriculture. He has served as Assistant Agricultural Officer in the U.S. Consulate General, Hong Kong, and has written reports on P.R.C. agriculture while working for the Economic Research Service, U.S. Department of Agriculture, and the Census Bureau, U.S. Department of Commerce. His dissertation at the Fletcher School of Law and Diplomacy concerned “An Analysis of Work Payment Systems Used in Chinese Mainland Agriculture, 1956 to 1970.” He has published articles on collective farm work payment systems in the Monthly Labor Review, Asian Survey, and Proceedings of the Western Agricultural Economic Association. His most recent papery “The Commune System in the People's Republic of China. 1963-1974.” was submitted to the Joint Economic Committee, U.S. Congress, and published by the Committee in China: A Reassessment bj the Economy (July 1975).
