WILLIAM ZIMMERMAN is Professor of Political Science and Director of the Center for Russian and East European Studies, University of Michigan. His writings include Soviet Perspectives on International Relations, 1956-67 (1969) and, with Harold Jacobson, The Shaping of Foreign Policy (1969). Professor Zimmerman's article in this issue is-an-outgrowth of a larger study of Yugoslavia financed bv a grant from the Ford Foundation. During the 19751 1976 academic year, Professor Zimmerman is a visiting scholar at the Hoover Institution and in the Department of Political Science, Stanford University. His most recent visit to Yugoslavia was in the summer of 1975.
