WILLIAM E. ODOM is Associate Professor of Political Science at the United States Military Academy at West Point and Senior Research Associate at the Research Institute on International Change, Columbia University. He served as Assistant Army Attache in the American Embassy in Moscow from 1972 to 1974. Professor Odom is the author of The Soviet Volunteers: Modernization and Bureaucracy in a Public Mass Organization (1973), as well as articles in The Slavonic and East European Review, Problems of Communism, and Foreign Policy. His “ Groups or Anti-Groups in Soviet Politics? ” is scheduled for publication in World Politics.
