WILLIAM A. WELSH is Professor of Political Science and Director of the Laboratory for Political Research at the University of Iowa. He is the author of two books, Studying Politics (1973) and Leaders and Elites (forthcoming), and a co-author of two others, A Methodological Primer for Political Scientists (1969) and Comparative Communist Political Leadership (1973). He has written numerous articles, chapters, and papers in the areas of comparative politics and research methods. Professor Welsh has held appointments at the Universities of Munich and Istanbul, and during 1976 is Research Scholar at the International Institute for Applied Systems Analysis in Vienna. He is conducting research on public expenditure patterns at subnational levels in Eastern Europe with the support of a grant from the Ford Foundation.
