ROBERT F. ROGERS is a senior staff member of the Foreign Policy Research Institute in Philadelphia and a member of the faculty at Georgian Court College. He received his doctorate degree from Georgetown University. From 1956 to 1970 Dr. Rogers was a Foreign Service Officer, serving in the Department of State as well as at U.S. Embassies in Brazzaville, Brussels, Moscow, and Saigon. He has recently published a number of articles on Asian political developments in such journals as Orbis and Military Review, and he is currently doing government-related research on the foreign policies of South and Southeast Asian nations.
