First page of Joint declaration of summit conference of indo-chinese peoples: Called by Sihanouk and attended by Laotian and Vietnamese communist delegations, the “summit conference” was important mainly for its apparent agreement with Hanoi's position that the war had become an Indochina war and required tighter coordination. The presence of Chou En-lai at the April 25 session was not reported in the declaration.
