SHARYL CROSS is an Assistant Professor of Political Science at Sanjose State Univer sity and a Visiting Research Fellow at the Hoover Institution. Professor Cross teaches politics, the foreign policy of the former Soviet Union and its successor states, and United States policy toward Latin America. Her dissertation dealt with the Soviet and Cuban responses to the Nicaraguan revolution.
