ALFRED EVANS, JR. is a Professor of Political Science at California State University, Fresno. Professor Evans writes on Soviet Marxist-Leninist ideological theory and on Soviet public policy aimed at urban-rural equalization. He has published several articles and is a co-editor (with Sylvia Woodby) of the forthcoming book, Restructuring Soviet Ideology: Gorbachev's New Thinking.
CAROL NECHEMIAS is an Associate Professor of Public Policy at Pennsylvania State University, Harrisburg. She has published articles on regional differences in living standards, housing programs, and social policy. Her publications include articles in Soviet Studies, Slavic Review, and Urban Studies, as well as chapters in several books.
