FRANCIS G. CASTLES is currently a Senior Research Fellow in Political Science at the Australian National University, having previously been Professor of Comparative Politics at the Open University in England. He is the author of monographs on welfare policy in Scandinavia and in Australia and New Zealand, and has contributed extensively to the growing literature on comparative public policy.
