IVAN VGLGYES is Professor of Political Science at the University of Nebraska, Lincoln. A native of Budapest, he is the author or editor of nine books and numerous articles in such journals as Armed Forces and Society, the Journal of Political and Military Sociology, East European Quarterly, Problems of Communism, and Cahiers du monde Russe et Sovietique. His latest works are Politics in Hungary (with Peter A. Toma, 1976) and Civil-Military Relations in Communist Systems (co-edited with Dale Herspring, forthcoming). Material for the article in this issue was collected in Hungary during the academic year 1974-1975 when Professor Volgyes was an IREX Fellow in Eastern Europe. At present, he is serving as Chairman of the Education Committee of the American Association for the Advancement of Slavic Studies and is developing interdisciplinary multi-media materials on Eastern Europe.
